Coastal Wind-Zone House Framing in the Lowcountry: Codes, Straps, and What Inspectors Check

The Georgia and South Carolina coast is beautiful and brutal: salt air, hurricanes, and some of the strictest residential wind provisions in the Southeast. This guide explains which codes actually govern house framing here, what a continuous load path is, and what the framing inspector is looking for — with sources, because framing advice you can’t verify is worth what you paid for it.

Which code governs your build

Georgia (Chatham, Bryan, and Effingham counties — Savannah, Pooler, Richmond Hill, Rincon, Tybee Island, Bloomingdale, Port Wentworth): residential construction falls under the 2024 International Residential Code with Georgia State Amendments, mandatory statewide as of January 1, 2026, administered by the Georgia Department of Community Affairs and enforced by your local building department.

South Carolina (Beaufort County — Bluffton, Palmetto Bluff, Hilton Head Island): residential construction falls under South Carolina’s integrated code based on the 2021 International Residential Code, effective statewide January 1, 2023.

Practical consequence for anyone building on both sides of the state line: two different code editions, two different amendment sets. A framing package detailed for a Pooler subdivision is not automatically compliant in Bluffton, and vice versa. GMR frames under both.

Wind design: why coastal framing is engineered

Both states’ codes require wind design beyond the standard prescriptive rules once ultimate design wind speeds exceed the code’s thresholds — South Carolina’s residential code spells this out in section R301.2.1.1. Coastal high-hazard locations along this coast commonly carry ultimate design wind speeds in the 130–150 mph range, with the exact value depending on your specific address and distance from the coastline. That number comes from the code’s wind maps for your site — your engineer and local building department confirm it; nobody should take it from a website, including this one.

The continuous load path

The heart of wind-zone framing is the continuous load path: an unbroken chain of connections that ties the house together so uplift and lateral forces travel from the roof all the way into the foundation instead of tearing the structure apart at a weak link. The chain runs: roof deck → trusses/rafters → hurricane straps → wall top plate → studs → hold-downs and anchor bolts → foundation. Federal building-science guidance (DOE Building America, FEMA’s wind retrofit publications) documents this as the single most important factor in how wood-frame houses survive high wind.

Two details decide whether it actually works: straps must connect framing to framing (truss to stud — not to sheathing), and the schedule on the sealed plans — which connector, which nailing, every so many feet — must be followed exactly. What the framing inspector checks

  • Strapping and connectors against the plan schedule — type, spacing, and nailing.
  • Shear walls — sheathing nailing patterns and hold-down placement.
  • Engineered members — correct beam sizes and bearing, truss bracing per the truss package.
  • Openings and headers — sized and supported per plan.
  • General workmanship — plumb, level, true; correct lumber grades; clean penetrations.
